California Preliminary Notice

Within 20 days of beginning a public works project, certain subcontractors and materials suppliers must send a public works preliminary notice (also known as a pre-lien or preliminary 20-day notice) to the public entity owner and direct contractor. Some subcontractors and suppliers who do not correctly complete and serve this form before the deadline forfeit the right to certain powerful claims to payment if they remain unpaid upon completion of the project.
